ON FRIDAY, THE 19TH OF DECEMBER THE VERKHOVNA RADA CONTINUED ITS WORK IN THE PLENARY REGIME.
At the beginning of the morning meeting, The Chairman of the Verkhovna Rada, Volodymyr Lytvyn congratulated the People´s Deputies on the occasion of the St. Nicolas Day.
V. Lytvyn has informed on the People´s Deputies Appellations.
The Chairman of the Temporary Inquiry Panel on the Delivery of the Ukrainian military hardware to Georgia, Valeriy Konovaliyk has informed on the work of the Inquiry Panel. He stressed that the delivery was conducted according to the treaties and agreements regarding the military cooperation. Nevertheless, he declared that the political and economical consequences of the military hardware in the concrete military and politics situation were not always taken into the account.
The Chairman of the Inquiry Panel declared that the collected evidences testify that the Army of Georgia was equipped at the expense of numerous attacking weapons from Ukraine during the South Ossetic Conflict. In some cases, according to V. Konovaliyk, the latest weapon equipment was supplied to Georgia and even more, some equipment was taken directly from military duties.
According to the evidences, the military hardware was supplied to Georgia by the prizes, considerably decreased than exist in the world military hardware market and in 3-5 times cheaper than indicated in the agreements.
The Chairman of the Inquiry Panel stressed that "it is nothing but the conscious equipment of Georgia military forces at the expense of the State Budget of Ukraine and defensive capacity of Ukraine".
V. Konovaliyk informed that during last 4 years the income from the weapon sell was at least 2,5 mlrd. dollars and the income to the State Budget was only 200 mln. dollars.
The Inquiry Panel deems it necessary that the President´s of Ukraine attention, attention of State Bodies should be pointed out at the support of the state and national interests; Prosecuting Magistracy should be charged with the juridical evaluation of the situation and solve the issue on the criminal amenability of the officials who is guilty in the weapon supplement to Georgia at the expense of the country.
Some speaker declared that the report should have been heard in the closed regime as there were certain documents of state secret.
The Verkhovna Rada of Ukraine has adopted the Resolution on the report of the Temporary Inquiry Panel and stipulated that the President of Ukraine and Prime-Minister of Ukraine should be thoroughly informed on the issue. The Resolution will be sent to the President of Ukraine and Prime-Minister of Ukraine.
The Bill on the strengthening of the responsibility for the inopportune pay or the delay of salary payment, pension and scholarships or other payments determined for the law was reported by the Minister of Social Policy and Labor, Ludmyla Denisova.
The Minister stressed that almost 90% of employers violate the demands of the; labor laws.
Ludmyla Denisova has informed that the Bill envisages strengthening of the economic sanctions, envisaged by the item 175 of Criminal Code of Ukraine and at the expense of it mitigate such way of criminal liability as imprisonment of the persons subjects of the entrepreneurship that have committed that crime. The People´s Deputies supported the Bill introduced by the Government (240 votes)
The People´s Deputies have scrutinized the Bill of the Resolution on the Moratorium of the education estates of general education in the villages.
The Verkhovna Rada has adopted the Resolution by 244 votes. the Resolution envisages that "the Cabinet of Ministers should charge the local self governing bodies with analyzing of the situation regarding the functioning of the education estates of general education in the villages taking into the account demographic changes and stop their non-grounded liquidation" The Financing of the education estates of general education in the villages should be increased by the Government.
Verkhovna Rada has adopted the Bill "On Amendments to the Law on Amendments to the Law "On exemption from the taxation of the cash equivalents aiming at the conducting of new Year Holidays and buying of the Presents". (re the cost and the terms of buying)
The Bill envisages the establishing of the final sum of expenses aimed at the following goals at the expense multiple to the social normative - 8% from living wage (in year 2008 50,64grn.)
Next, Parliament has scrutinized and adopted the Resolution on the appellation of the Verkhovna Rada of Ukraine re the Order of the President of Ukraine "On nomination of T. Durdynets on the Office of the Vice-Chairman of Security Service of Ukraine the Chairman of the Main Department on Fighting Organized Crime and Corruption". "According to the demands of the part three of the item 106 re the Presidents of Ukraine orders proclaiming and part five of item124 of the Constitution of Ukraine on the compulsory implementation of the court resolutions" the Verkhovna Rada resolved to recommend the President should reject the order of the President of Ukraine from the 19th of October 2007 №985/2007 "On nomination of T. Durdynets on the Office of the Vice-Chairman of Security Service of Ukraine the Chairman of the Main Department on Fighting Organized Crime and Corruption"
In the end of the plenary meeting the People´s Deputies introduced claims, announcements and propositions.
